2000 Toyota Camry CE 4cylinder 2.2L DOHC PO401 (1 of 2)

2000 Toyota Camry CE 4cylinder 2.2L DOHC 69000 miles (Not a CA car) Engine MIL turned on about 2 months ago for 2 days, then went off. I got the valve cover gasket replaced, as the mechanic who had serviced my car earlier had complained about it. I had no problems after that. Last week the MIL came back on. I took it to my mechanic. He diagnosed it for PO401, and advised replacing the Catalytic converter asap. He did say everything else looks good. Since then, the MIL had turned off for about 6 days, and now have come back on today. On internet PO401 seems to be associated with the EGR system and I could not find how the catalytic converter is linked. My car still runs very smooth, no pings, no problems. However, gas milage is low ~25 miles to a gallon on freeway. It has always been this way. Here is a video One of the websites I looked at suggested "consistent short distance trips" as one of the reason for PO401. I used my car to commute to office (2.5 miles) for about 7 months in 2008. Now I drive 10 miles to office. Question: 1. Can the catalytic converter be responsible for PO401? Here I am assuming that my mechanic has read and reported the OBD code correctly. 2. What else might be the problem? 3. He has quoted ~$600 for changing the Catalytic converter. Is this price fair? How much should I expect?
