Datsun 260Z with L28 Motor Listen ... Does the timing sound right?

.. SO....here is the history: 260Z with a L28 "built" by The Sports car Store in Cincy for ITS racing. I heard the engine run before I got it... sounds great. SO i dropped into my 260Z and started it up... took a while to get it to "stabilize" sounds good but doesn't seem to have the power... I figured i would do all the basics and check timing first (low power/takes long to ramp up RPMs)... WHEN i went to shut the ignition off...WELL ... it just kept running... very weird.. i turned the ignition switch back to run ..and simply killed the fuel switch.. it eventually stalled/quit running. I have done some troubleshooting and here is what i found.The voltage between the positive and negative side of the coil was about 3volts when running.Black w/white stripe wire at (+) end of resistor is +10.5V with ign on When i turned the key off shouldn't that voltage drop to zero?.... it stayed 3V. Is 3v normal at those terminal points while running? I still have the 260 control box for the ignition...does it matter that i am using a l28 dizzy? still just two wires out of dis....so that shouldn't matter right? doesn't matter if it is cold/warm/hot..does not shut off. When cold, i can kill it by just turning off the choke. Sluggish pick up (tmg)..although sounds very "healthy", This may have been what hurt my L24, The first time i had it running in this car it wouldn't shut off,,, but i left the ign off and it backfired made a horrible noise..checked compression and i had bent a valve <b>...</b>
