New Zealand Police still failing to spot illegal vehicles

The first clip clears up any confusion about Kiwi drivers attitude to cyclists and whether their actions are deliberate or not It is quite easy to spot an illegal vehicle in NZ, they are the ones that drive too close to cyclists, unless I am wrong and it is about 30% of all privately owned vehicles, in which case a road block could be used instead of a bike to find them. Unfortunately due to poor Policing the Police are too frightened to use Bicycles despite the many advantages they have over cars at finding lawbreakers.
