2000 Plymouth Neon Car Trouble

I have 2000 Plymouth Neon. It's a manual and whenever I push in the clutch instead of the RPMs dropping down to about 800-900 like usual, they drop to about 1500 and then without me doing anything (I'm just holding in the clutch, not touching the gas) it will bump up and down from 1500 to 2200 RPMs. This only happens when my car is moving (like when I switch gears). When my car comes to a stop at a re dlight my RPMs go back down to 800-900 like normal. I can do basic car maintenance like changing a battery or my oil, I even replaced my radiator just recently, but this has me stumped. I thought maybe my air intake/throttle valve (not sure of the correct name) was stuck so I sprayed it with WD-40 and it seemed to fix the problem temporarily, but it came back two days later.
