2003 Volkswagen New Beetle Turbo S Idling Problem

Description

When I turn the car on, it's acting like I am putting my foot on and off the accelerator, you see in the video that the engine light is on but that is from the previous owner putting on an after market catalytic converter. Does anyone know what this problem could be? Also, they're are hardly any brakes unless the car is revved up to 3500 rpms.
